Capitol City Baptist Church - Deaf Ministry was founded in 1986 as a small Deaf Ministry led by Pastor Cesar Castro of Deaf Evangelistic Alliance Foundation (DEAF) of Rev. Aimee Ada Coryell. Ptr. Cesar asked the Pastor of First Baptist Church to have one of its own. He was referred to the Capitol City Baptist Church and requested them to have a Deaf Ministry. So it was accepted by Rev. Reynaldo Atienza who is now the Chairman of Conservative Baptist Association of the Philippines.

It is wonderful that his glorious working for Deaf Ministry still continues. Ptr. Cesar served the Deaf Ministry Church for six (6) years from 1986 to 1991. Then, Bro. Henry Tolentino was the volunteering preacher for 2 years service. Ptr. Julius Andrada has served it for 16 years until the present. He is also one of the Deacon Pastor of Capitol City Baptist Church Ministry.

Ptr. Cesar together with his ex-PSD classmate Rina Dimaculangan established the Deaf Ministry in July 1986. It started with 13 Deaf members. Bro Albino Castro who is the older brother of Ptr. Cesar Castro was loyal to be responsible in caring the Deaf Ministry. Sarah Sta. Ana was an interpreter for Lord's Supper in the Mainstream. And now she moved to Palawan with her husband Isagani Sta. Ana for their mission for Christ. Sister May Andrada, the husband of Ptr. Andrada and Brother Jojo Esposa interprets in the Worship Service in the first week of every month.
