            A differently-abled artist, Louie was born in August 24, 1973 in Banger, La Union. He was among the third among the four children of a Vietnam (father) and an Ilocandia wearer (mother).

         His artistic inclination began in his early years in school as it became evident in his extra curricular school activities. His articulate self-expression found its way into his painting and in acting. A special gift that he always wanted to share. An interest and a career that he wanted to pursue.

        This dream became a reality in the commercial model "Talking Hands" of the PLDT TV Advs. (1992-1993) and with the Earth Saver Movement as a stage performer. it paved the way for him to perform at Channel 9 (WAKE-UP CALL PROGRAM), in Malacanang and in countries Europe , Asia, U.N. (1994-1997)

        As a budding artist, the regularly join painting competition like the yearly "Breaking Barriers" of DOW Chemicals where he received Honorable Mention for his paintings (1991,1993,1994,1998,2000) and a Regional 1 Winner (1995,1996,2001).A Finalist in 100 Years,100 Artist (1998) sponsored by Rotary Club, Makati. A Second Placer, Third Placer in the Regional Abilympics Competition (1997,2001) sponsored by TESDA at DSWD at DMMSU, San Fernando, La Union. And a regular Guest Artist Exhibit(1995,1997,1999,2001) for the National Disability and Rehabilitation in PGH, Manila and the Liongoren Art Gallery, Group Exhibit (1993). for the 4TH Asia Pacific Congress in Deafness in Manila Hotel. And Guest Artist Group Art Exhibit(1995) Papal Visit and 10TH World  Youth Day in Manila, Philippines. A Guest Artist Group Art Exhibit (1995) Sacred Art, Billy Graham in Illinois, Chicago, USA. A Guest Artist Group Art Exhibit (1995) United Nation General Assembly in Makati City, Manila. And a Group Art  Exhibit (1995) Silent World Artist in SM Mega mall. Makati, Manila.

        With this exposure led him to join Artist's like the Saturday Group, Art Association of the Philippines, Art Guild of  La Union, Philippine Catholic Organization for the Deaf, Christian Visual Artist Philippines, Earth Saver Movement, PINOY May "k", and La Union Association fro the Deaf. These groups open up to him wider perspective to improve his craft. 

       Added to his blessing, he was able to finished his Primary and Secondary education in the Philippines School for the Deaf (Pasay City) and graduated (1992) with flying colors. Consistently a Salutatorian, a Model Student, Best in Sign Language and an Artist of the Year were accorded to him.

       He later took computer course Basic Programmer, Training Computer in Trace Computer College in Guadalupe (1992-1993) He also has a semester sit-in class in Fine Arts at UST , Sampaloc, Manila (1993). He also received a Diploma for finishing a a one years course in Basic Commercial Arts at the International Correspondence School in Scranton, Pennsylvania, USA  (1994).
